Customized Zimlet not working

Requirement:
If the email contains Account word, on mouse over I would like to open a window with some url. I created com_zimbra_ncmaps.xml file and added to a
zip file called com_zimbra_ncmaps.zip. I deployed the same on admin console
successfully. I sent a mail having the word "Account". On mouse over I don't see it is opening a window. Can some one help what mistake I am doing in XML file.
