Globally change default preferences for Social

We find that Facebook and Twitter have plenty of business use and like the idea of having the social zimlet enabled for all of our users. We need to change the default of twitter trends and meme to be off, so that when our CEO goes to the social tab for the first time, stupid trends like "#ThingsHoodRatsLove" aren't plastered all over the screen. I don't care if people enable these things afterwards, but I can't have them enabled by default. How can I change this?
