Why do you want to create this zimlet ?
A user can already change his password in Preferences and a click on the button "change the password".

Or is the reason your asking for a Zimlet because you meant to say your using external LDAP auth?

Bug 6697 - Change Password on External Authentication
Bug 6353 - Unable to change password when using External LDAP authentication
