assigning zimlets to a cos

i want to do access controls of zimlets.
if i accesse https://server:7071/zimbraAdmin, i can assign zimlets to someone.

BUT i want to assign zimlets to someone using configuring XML file(s), for example "config_template.xml".

For Example:
1 A boss can use zimlet A, zimlet B and zimlet C
2 Other members can use zimlet B and zimlet C
3 Not members can use only zimlet C

i use ver.4.5.

When you access https://server:7071/zimbraAdmin, you can manage the cos.
In the cos management panel, there is a part to choose the zimlets active for the cos.

But, i can do it..
i want to use 'zimlet configuration files'(config_template.xml etc...?) for doing that.

is it possible?
