web interface issues on mobile devices

I am running the community source 7.1.3. The issues I am seeing are for example when I reply to a messang (or forward) you get a very small window for reply that includes the original email. The problem is that the window is too small (to few lines) and doesn't scroll properly) and it is not HTML encoded like the original email (all the tags are there for example)

Has it always been this way?
