Default PIN requirement on Android phones

We have 2 users, one with a Droid2 and one with a DroidX, which require them to enter a PIN code to unlock email. All users are configured the same, PIN enforcement is *not* enabled for them or any other users in Zimbra Admin. Many other Android phones are not exhibiting this behavior. Multiple original Moto Droids, a few Droid Incredibles, an original G1, etc...

The default policy is set as:

Enable Mobile Sync - checked
Enable Mobile Policy - checked
Allow non-provisionable devices - checked
Allow partial policy enforcement on device - checked
Force pin on device - unchecked

We've not had a lot of time to experiment yet, hoping someone has some words of wisdom as to what's going on.

We've since had a wee bit of time to play around with this. The only obvious thing to try seemed to be to uncheck "Enable Mobile Policy". Which we've tried, to no avail. The phones still force a PIN code. Is anyone using a Droid2 or DroidX successfully *without* this happening to them? Is this something with our particular implementation or a broader issue needing a bug report filed?

Sigh... They couldn't use the stock Froyo 2.2 email app, they had to write their own, and theirs is buggy... And apparently adds zero features over the stock app. Figures...
