Windows Mobile Calendar off by a day

We have a client who is in Missouri who has a windows mobile phone and all of the appointments are off by a day. It's synced through active sync and her timezone under her account, preferences is set to central time GMT -6 Central Time US & Canada.

I found this bug

but i'm not really sure if it is relevant to the issue we are experiencing.

Would anyone have any ideas what would cause this?
