Default Outlook & Time Zones

I'm trying to track down a question from a user, which basically boils down to: Why are meetings from (some) Outlook users showing up with UTC time if you look at the details of the meeting?

At this point I'm not sure if Outlook 2007 has ever included time zone information in meeting requests. I've found definite cases where Outlook 2010 does.

Does anyone have an example of OLK 2007 including a VTIMEZONE section in a meeting request? Or can you say for certain that it never does?

Partial answer: it looks like OLK 2007 includes VTIMEZONE information if it's a recurring meeting.
