Unable to create profile with ZCO 7.0.0

As reported in Bug 59518 – Unable to create Outlook Profile we are currently unable to create ZCO profiles for new users.

The entry in the ZCO logfile shows
SetServiceProfileInfo. CryptProtectData failed. Error 0x2
which points to a function used to encrypt the password for storing it in the profile.

Does anyone know how this function can malbehave?
