New Windows user, no ZCO option available

I've searched, but can't find an answer to this:

I've got some Outlook users that are experiencing a problem. After ZCO is installed, they add a new user to the computer. In Outlook, it does not give them an option for a Zimbra connection... just the standard IMAP, POP, Exchange, etc. They fix this by re-installing the ZCO. Has this been addressed or discussed in the past?
