From zimbra to OutlookExpress

How can I move all the data on Zimbra Mail (Imap) to local machine of Users
the outlook express folder was deleted by Windows Problem
now I want to recover all the mail from zimbra to his email account on Outlookexpress

Does all the users email still show if you connect via the web client ? What happens when you reconnect with Outlook Express are the emails not downloading ?

I can download the mails , but not able to download the personal folders which been created

Are you just not subscribed to the IMAP folders? It's been years since I've touched OE, but I imagine you just right-click the mailbox and go to "Subscriptions" or something like that.
