ZCO Sporadically Processing GAL Even with Outlook Closed

Even with Outlook 2007 program closed, ZCO still sporadically processes the GAL (which promptly makes Outlook come back on the Process Task Manager. Is ZCO suppose to do this? This is Version 5.0.2580.5...
