Outlook data not persistant to server

I'm having a weird user issue. The user has folders in his zimbra pst that are not syncing server side. This came up because the user accidentally renamed a folder and then tried to move them. He has a bunch of nested folders that are simple gone. I can see where some of the folders are in his local cache but they are not in the zimbra folder structure on the server at all... I"m not sure how that is even possible unless the structure is totally failing to sync.
So if a user renames or deletes something from a zimbra pst but the server is not syncing right where the heck dose the data go?
