Resource declines incorrectly

I have seen a problem with a resource correctly declining a meeting (it IS busy), but the decline message is wrong...

Like this:
Room is booked from 8:30 AM to 12:30 PM EDT by user1
user2 sends invite for 9AM to 12PM EDT
Room declines with message: * Thursday, September 20, 2007 12:30 PM - 4:30 PM, by ...

At first I thought, "Oh, it declined with GMT" but then I remembered that EDT is -5 not -4... So what the heck???

Only happens in Outlook, not in web client or Thunderbird/Lightning.
