Unable to open attachments in blackberry

We have a new BES/ZBC install. Users were unable to open attachments on the blackberry getting a error message of "more request can't completed.Service book information not found". More recently the option to open attachments is completely missing. Please loet me know if anyone has seen this or resolved. I have already tried reinstalling attachment service, reregistering, and resending service books.
