Will 5.5 ZCB architectural changes require re-activations?

Could you please give us a hint whether upcoming ZCB release(s) with no Outlook dependency will require fresh installation and/or re-activating users?

We're under pressure of adding more users and will probably create multiple ZCB Beta3 instances each hosting no more that 40 users. It would be a very painful process to re-activate them all.
