Default Activation hangs after ZCB clean install B3

I've installed ZCB Beta3 on a test system following the instructions provided for installation. Installation appears to have completed as described. I've added a user in the blackberry manager and set an activation password but when I attempt to activate on the handheld it just hangs on activating user@domain and eventually times out with "an error has occured, contact system administrator" etc. This particular device has BIS service from Verizon and they have assured me multiple times that it is correctly provisioned for corporate email and that enterprise activation to a BES should work even if it has BIS service. Can this be correct? One rep told me when I attempted the BES activation it would just bump me off of the BIS service and another said both could coexist together. Also, how exactly does the blackberry enterprise activation process locate my BES/ZCB server since there is no place on the device to specify the server address but only the user email address and activation password. I did check the BES_MAGTxxxxxx log and there is nothing that refers to keygen.
