Default Calendar Day of the Week

A user recently created a recurring meeting that is slated to begin on May 9.

His first attempt, he accidentally scheduled the meeting for 9:30 PM, when he intended to schedule it for 9:30 AM. Then he changed the time to 11:00 AM, and sent new invites.

The (new/corrected) email which went out to the attendees said:

Location: TBD
Time: 11:00:00 AM - 12:00:00 PM (GMT-0500) America/New_York
Recurrence: Every Thursday. No end date. Effective May 9, 2007.

But May 9 is a Wednesday.

Is because the original meeting was scheduled for 9:30 PM, which is "after hours," and Zimbra automatically rounds that to the next business day?

If so, is there something that needs to be reconfigured on the server?

No, this sounds like a bug. Can you create a new bug report with specific repro steps so that we can verify?
