Display all contacts without having to search?

Folks,

I have a user here that wants to have all contacts appear in the window you use for cc: and to: without having to search for them. That is, they dont want to have to type in "john" and then search, they just want them all to appear when they open the window.

Is there a simple option for this? or something else I have to do?

This is part of bug 11831 (see comment #19, bullet point #1).

We probably will end up creating a new bug/enhancement for it (since 11831 has become a beast). And it may or may not make it into the next release, but we definitely are planning on pre-populating the contact picker.
