extended character set?

I am a very new user of Zimbra. I started to use it today. One problem I encountered was the use of the Swedish characters å, ä and ö.
It was not possible to use these characters when creating new tags.
And by the way, a minor thing, is it possible to change time format and the week format (if you would like to have a week start with monday rather than sunday)

Bug 2813 for the Tag names.

The date/week formats should be more flexible in the next release.
