Default Can't send a invite to someone's 2nd Calendar.

I'm trying to send/add an event to someone's secondary calendar but it only lets me put in a email address for attendees and only adds the event to their primary calendar.

Is there a way to specify a specific calendar to add a event to for a user that has multiple calendars?

No, it's up to the recipient of an invitation which calendar a meeting goes onto.

The only way for you to control this would be to directly modify their calendar if it has been shared to you. But then you will be acting "as" or "on behalf of" them and they will not receive an invite.

(Note: certain actions where you do things "as" another user vs. "on behalf of" them will be sorted out more clearly in ZCS 8.)
