Default [Question-Help]Korean Character garbbled in OutLook Program

Hellow.
First, sorry for some bad expression.

I have a problem.
Korean Characters are garbbled in message view of outlook programs.
Korean Characters which are displayed on Zimbra Web are always OK.
Most of messages which are downloaded by pop3 to outlook client
are OK, too.
But, Some of downloaded message are not.

I think this problem has something with
multipart/mixed or multipart/alternative
mime type

one part of multipart/mixed messages is encoded with UTF-8,
for example.
other part of multipart/mixed message is encoded with EUC-kR
for example.

this mixed messages are created
when signatures are used or
when mail users reply or foward mails.


Zimbra : Release 7.1.1_GA_3196.UBUNTU10_64 UBUNTU10_64 FOSS edition.
OutLook Version: Express, 2003, 2008 (the same)


Could you help me?
