Default Prevent download of checked out file?

Is it possible using the briefcase functionality to prevent downloading of a checked out file?

ie at the moment if I checkout a file another user can't check it out as well but they can download the file. I would like to be able to remove the download option if the file is checked out. Although this wouldn't be perfect it would hopefully help discourage people from working on a file they haven't checked out.

I have searched the Admin options for briefcase and there is no setting to disallow a user from downloading items in a shared Briefcase.

When configuring the briefcase roll , for a user, you can set the permissions to View. Users will only have the ability to view the item so users are not downloading items currently being worked on.

Not for that specific request, but I have an RFE for tightening up the checkout feature: Bug 63360 - RFE: improve check-out feature by prompt on download, disallowing revision without check-out, and owner/admin control

The basic idea is sort of a mirror of what the original poster suggested. That is, in order to upload revision to a file, you have to have it checked out. So if you download a file that's already checked out, you can't upload it directly. You'll have to check it out after the first person checks it back in, and this will hopefully guide you to not just upload the version you've been working on, without looking at the new version that you've checked out.

This would be nice to have for those that want some of the functionality that is found in Microsoft's 360 or foundations. I will be watching this one.
