Using the scroll to move down the page is the current functionality, it's by design.

I am a bit confused. Maybe you can explain. But this is what is irating our users.
User has a 100+ emails, user scrolls all the way down and double clicks on an email (users not using preview pane) email opens up (not in new window) user decides to delete email. email list is shown again down area their last were at. once user clicks on a message it shoots them back up to the top.

Your initial post said it was the same as the o/p problem but your last post describes something different from the original problem.
When you delete a message you should be returned to the next email (before or after the deleted message depending on the user Preferences/Mail setting) and it should stay there. What you're experiencing sounds like a bug and I'd suggest you file a report in
bugzilla (don't forget to vote on it and raise a support case to add to the report), search first to see if it's been reported (I couldn't see anything after quick search) and post the bug number here for posterity.
