I'm going to make a number of assumptions here, perhaps you could clarify which ones I have right and which ones I got wrong.
I assume that you are using Zimbra, and I'm going to believe that it's version 6.04 and that you are sending mail using the web client, from a windows pc, using firefox 3.5. ok?
I'll assume that you are sending an email to someone with a gmail address, and that you have included an attachment that is not being blocked by your zimbra server, not blocked by Googles email servers either.
When you say "they cannot open them or download" I think that implies that they can see that there is an attachment there in the first place - in which case, my shot in the dark, wild guess is that the recipient has a firewall in place which is refusing the attachment you have sent.
