The Junk and Not Junk buttons use redirect to put emails in the designated ham and spam mailboxes (so the original sender gets flagged, not the user pressing the button!), so there is redirect code already in Zimbra.
Since the underlying code and a UI already exists for doing redirects, if you wanted to hack your Zimbra you could use what is there as a model for your own use.
FWIW, in our experience very, very few ordinary users understand the true difference between "forward" and "redirect", so it is not surprising to me that Zimbra hasn't created a UI for ordinary users to do redirects.
But there is no reason why you can't file an RFE (Request for Enhancement) in Bugzilla -- after please checking that someone else hasn't already created one!
