Default win Russian locale trouble

Hi! I'm using zimbra CS 5.0 with Russian locale.
When I trying attach files in MS internet explorer or Firefox for Win with Windows charset names encoding I see "??????' instead filename.

But if I work in firefox under ubuntu linux and russian filenames in UTF encoding it's all good.
Any Ideas?

And i see it again when receive email with attached filenames in windows encode.

Какая у тебя в линуксе локаль? Какая именно винда? Включена ли в винде нормальная поддержка юникода? С какими хэдерами приходят "нечитаемые" письма? У моих пользователей в бате и аутглюке под w98, w2k, wxp всё нормально, за исключением писем от дебилов, у которых в аутглюке включено "использовать 8-битные в заголовках". Вот тогда - жопа.

English abstract: *nix locale? windows version? have windows enabled unicode? what haders are in unreadable messages?
