zimbraFeatureSignaturesEnabled controls if you're allowed to use signatures, but isn't exposed in the admin console features tab at the moment.

All you need to do is:
zmprov mv COSname zimbraFeatureSignaturesEnabled TRUE
(it should already be TRUE on the default COS unless you've changed it)

It sounds like you're talking about the "enable mail signature" checkbox in preferences, which is used to edit the 'current signature' zimbraPrefMailSignatureEnabled & zimbraPrefMailSignature on the account. (Which can't be set on COS, you'll get a LDAP schema violation code 65 - see /opt/zimbra/conf/attrs/zimbra-attrs.xml)
Other values included: zimbraMailSignatureMaxLength, zimbraSignatureMaxNumEntries, zimbraSignatureMinNumEntries, zimbraPrefMailSignatureHTML, zimbraSignatureId, zimbraPrefDefaultSignatureId, zimbraSignatureName, zimbraPrefMailSignatureStyle
