Default Content-Transfer-Encoding mode

Hi dear guys,

I'm runing a server with Fedora 7 and Zimbra 5.0.8 OpenSourceEdition.
Users(with simplified chinese XP,IE6, GB2312) reports that some mail in traditional fonts couldn't read on the webmail interface but it is ok inside the Outlook or OE , while reading those mails at the webmail they displays as a blank box .

it's fun that some mail in traditional fonts could dispaly normally at the webmail interface.

from the mail header , both of them are writed as below:
Content-Type: text/plain;
charset="gb2312"

but some difference in the encoding mode:

Content-Transfer-Encoding: base64 ( the fonts display normal, readable.)

Content-Transfer-Encoding: quoted-printable (some fonts display as a box)

if those mails encoding in quoted-printable mode , only the english fonts and some of the chinese fonts display normally.

How can i fix the problem to make my users read all the mail? I set the defualt COS using utf-8, but i think that isn't the main reason display the box fonts.
