Figured it out. Not sure if this a change from beta to GA, but the Default COS had change password set to no. I've enabled that and hopefully it'll fix it.
Spotted what looks like a minor bug, though. When I edit an individual user account and click the box to enable passwords under features, it doesn't recognise it as a change and the "save" icon is still greyed out. Doing something else (e.g clicking force password change on and off again) brings up the save icon.

| | So what you'rre saying is that on the Default COS/Advanced tab, the Password Locked option is checked? That certainly wasn't the case when I did the install of the GA version, I initially did an upgrade then a clean install and both times it was unchecked. Anyhow, as long as you've fixed it.
Sorry, I'm looking at the wrong tab. On the Features tab it was also set 'ticked' after the upgrade or clean install as far as I remember.

This was an upgrade from Beta done by a colleague of mine, so I'm not sure what the settings were prior to the upgrade. My recollection is that, on the Beta, I could change my password before I was set up as an administrator, but I could be misremembering.
Anyway, problem solved but the Save icon staying greyed out still looks like a bug, if someone else could verify. |

| | Ah, I've just had a thought. All the users on my Zimbra server were provisioned by the conversion utility from Exchange 2003, that may have made a difference.I guess we'll have to wait for one of the Zimbra guys to explain it.
