Default Identities and Filters do not detect To: address properly

I extensively use identities and filters, and they have a short coming whereby they do not trigger based on a mail To: address if the address is not actually on the header's To: line.

For example, I get mail sent to me at me@domain1.com and me@domain2.com. If me@domain1.com is on a listserv, list@somelist.com, then the headers show list@somelist.com as the To: address, and so my filters and identities that look for me@domain1.com do not trigger. This would also occcur if mail were sent to me@domain1.com via bcc: whereby some other address would definitely be on the To: line.

Anyway to fix this?
