Default Migrate 10 users from different domain exchange to Zimbra OS using just PST?

Have a exchange server using domain1.com I want to export their PST files and create new accounts on domain2.com on the Zimbra server. Then import their PST files into their account. Is that possible? I can only use their PST the hosting company that's doing the exchange server won't do anything else but give us the PST files.

Edit: Everytime I run the Import Wizard it says that i don't have Outlook installed and it closes out..
I don't have Outlook installed because for this I don't need it. I need to import PST files into Zimbra accounts that is all .. that's it

Yes, you do need it to run the pst migration tool (read the documentation) - you've even posted the error message telling you that.

Which is fine, but why does it make me have Outlook installed to run the program? I'm not importing the PST files from that install of Outlook I just have a disk full of PST files.

It makes no difference where you're importing the pst files from, you need Outlook installed to be able to do that.
