Default ZCS-to-ZCS with zmmailbox and RestURL

I want to migrate users from a old Server to a new one. I use the following commands from ZCS-to-ZCS.

Old Server
Code:
zmmailbox -z -m joe@example.com getRestURL "//?fmt=tgz" > /tmp/joe.tgz
The export is ok. Then import to the new server
Code:
zmmailbox -z -m joe@example.de postRestURL "//?fmt=tgz&resolve=reset" /tmp/joe.tgz
didn't success. The following error appears
Code:
ERROR: service.FAILURE (system failure: POST failed, status=413 Request Entity Too Large)
I couldn't find anything in the logs.

At my site, the error occurs only in the FOSS edition. In the Network edition the import was possible.

Can you show how to modify in nginx configuration?
Where is this file?
And the maximize file's size you can upload?
