Default No import/export tab in "preferences

For some reason, my users don't have this option in their zimbra webinterface.
How can I enable this via the commandline ?

All users, some users, operating systems, browser versions, have you cleared the cache?

If you mean the cache of firefox --> yes
Can't think of another cache.
