Default MaxAttachSizeMB Is Ignored

I have followed every suggestion I could find on the subject. I am Migrating from Exchange 2000 to the latest version of Zimbra Open Source. The migration wizard still throws warnings and skips items greater that 10MB

I created the registry key MaxAttachSizeMB: DWORD = 0 (Also tried 200), in three places:
HKCU/Software/Zimbra
HKCU/Software/Zimbra/ExchMigration
HKCU/Software/Zimbra/ZCSMigWiz

Set the following Zimbra server variables in both the GUI and command line to 200 MB.

zimbraFileUploadMaxSize
zimbraMtaMaxMessageSize

I have restarted the Zimbra services using zmcontrol, and rebooted the client machine. I also tried two different client machines, Windows 2000 and Windows XP SP3.

Any help would be greatly appreciated.
