Could not parse csv file

I'm trying to import my contacts from Zimbra 4.5.9 to 5.0.2. I followed the mirgration guide and used wget to read the contacts from 4.5 into a csv file. But when I use curl to try to import the csv file, I get the following error:
HTTP ERROR: 400
could not parse csv file

Here are the wget and curl commands I used:

wget https://$user:$pass@$SRC/zimbra/user/$user/contacts.csv --no-check-certificate
curl -u "$user:$pass" --data-binary \@contacts.csv http://$DEST/service/home/$user/contacts?fmt=csv --insecure

And here are the first couple of lines of the csv file:

Am I doing something wrong?

I think it's a bug.

I created a contact on zcs 5.0.2 exported it but I'm unable to reimport using rest, it works
from web interface.
