You need to do some reading on how to use yum package management (and search the forums for the answer).
Code:
yum provides nc

Then you have a problem with your install, I believe that 'nc' is in the RHEL base repositories. If you can't find that package I'd suggest you ask on a RHEL forum, I use CentOS for my server and nc is available on them even on a minimal install.

It should work.
# yum provides nc
...
Repo : base

Check /etc/yum.repos.d/CentOS-Base.repo

I have this:
[base]
name=CentOS-$releasever - Base
mirrorlist=http://mirrorlist.centos.org/?release=$releasever&arch=$basearch&repo=os
#baseurl=http://mirror.centos.org/centos/$releasever/os/$basearch/
gpgcheck=1
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-CentOS-5
