By default you can only use your aliases. The adminstrator can give users the ability to use any From: address they want. For example to allow all users to enter any address:

zmprov mc default zimbraAllowAnyFromAddress TRUE

Can this only be done through command line? is there no option in the admin?

Yep, for now you need to use the command line.
