Default zimbraMtarelayHost set but not used

I have a multi server setup with 1 ldap server, 1 mailbox server and 1 server with MTA and Proxy installed.

Under the MTA tab in global settings I set the "Relay MTA for external delivery" to the correct server. If I do a "zmprov gcf zimbraMtaRelayHost" I get the correct value. If I check the MTA tab on my MTA server I see the same setting.

When I try to send a message out of my environment I tail the maillog and I see the MTA server attempt to connect to the email recipient's domain instead of connecting to the Relay MTA.

Why isn't the MTA server picking up this setting?

have you tried restarting the mta wiht

Code:
zmmtactl restart
tehre can often be a delay when setting mta settings until it picks it up, but restarting the mta usually causes it to pick them up.

I ran zmmtactl restart and I can see that the postfix conf files in /opt/zimbra/conf have a new time stamp, but I still have the same problem.

Any other ideas?
