Default Incorrect Time showing on emails

I am having some troubles getting my time to show correctly on emails.

I am in California.

Here is the output of date (on the server): Wed Dec 16 12:10:07 UTC 2009
I have set the COS, Domain and even user settings to the correct timezone (GMT -8) but when it's 11:10 am the timestamp shows 4:00am.

Output of zdump:
[zimbra@hosting Etc]$ zdump -v /etc/localtime

zmprov ga peter@etherface.com | grep -i timezone
zimbraPrefTimeZoneId: (GMT-08.00) Tijuana / Baja California
zimbraPrefUseTimeZoneListInCalendar: FALSE

If I adjust the timezone in the admin to anything + or - I do not see that offset in the email times.

Any guidance would be appreciated! If more information would be useful let me know.

Iam also facing the same problem.Even though i have changed system date properties and the time zone in zimbra admin,it show incorrect time in the email header and also in the last login time in zimbra admin.
