locally migrate mbox to zimbra?

I've seen threads about migrating using imapsync, but this presumes two active servers (imap & zimbra) on different machines. Is there a way to locally migrate users' mbox files to zimbra?

We have a tool lmtpinject that can read a MIME msg text file an inject it into Zimbra. So if you can split your mbox file into single messages then you can use lmtpinject to feed Zimbra.
