Default User creation and address book restriction

Hi guys,

I have two questions:

1) if i create an account for a user "A", and i want to create a user "B", is there a way i can "copy" the A user and only change some little things (rename it, and some other stuff) so that it be the user B? i think this could acelerate user creation when you have some things already setup.

2) If in a company there are departments, is there a way you can limit the address book so that a person that belongs to one group only can see the address book from his department?
