Default admin priviledges

Is it possible to give a user admin privileges so that they can create accounts and change passwords without being able to open up others email? I have an admin that looks at others emails and I see no reason for this unless the user is having problems and wants them to go thru their folders.
thanks

It's not possible to restrict the viewing of mail in the Admin console.

You'll notice I've modified the post to give you the correct answer rather than the one you received.

Thanks for the reply. That is too bad. I have an admin that feels it is necc to read others email. How can they complain about how he is doing ? I guess they will have to use their yahoo accounts to email privately.
