Default upgrade to 5.09

I'm trying to upgrade to version 5 in a new server.
My original server is running version 4.5.9 in a FC5.
I installed Fedora 7 and version 4.5.11 on the new server.
Did a backup on the original server and restore on the new server.
Everything is running but can'y find any account. No account on the admin console.
The only error I got was when running zmfixperms:
ext-common: no shuch file or directory

Should I install FC5 with version 4.5.9 -> restore -> than upgrade to 4.5.11 -> backup -> install Fedora 7 -> install version 4.5.11 -> restore -> upgrade to version 5.0.9

Any help?
