User Archive Setup

Is there a way via the command line to apply the amavisArchiveQuarantineTo value to a subset of existing users, to enable archiving to the archive mailbox. My best thought would be to script the change? Also, what is the best method to insure that all new users automatically receive this setting. I played around with COS, but I cannot specify that particular attribute, via COS.
