Distribution List ACLs

I have been asked to look into ways of limiting which uses can send mail to which lists. The model that I'm thinking of is a few settings on list.

Users who can send to list
Anyone
Domain members
List Members (direct or indirect)
Direct List Members
Specific Members

Does anyone have more ideas or thoughts on how to implement.
