How about posting the details of what's in there, while we're at it - do you have a DNS server with A & MX records pointing to the server?

192.168.7.82 mail.observer-reporter.com mail

# The following lines are desirable for IPv6 capable hosts
::1 ip6-localhost ip6-loopback
fe00::0 ip6-localnet
ff00::0 ip6-mcastprefix
ff02::1 ip6-allnodes
ff02::2 ip6-allrouters
ff02::3 ip6-allhosts

and I currently dont have a DNS server configured for our network but I was hopping i could install zimbra on a test machine before i decided to set up a DNS

You've gotta have at least a local (not particularly complicated) DNS for Zimbra to install. If the installer can't resolve the hostname.zimbratestdomain.com including an mx record it'll terminate the install. The docs Mike referenced give you some good guidelines for how to do it; but Zimbra-with-no-DNS isn't going to happen.
