Default License tab and command line "zmlicense" not found

I am reading that the license management is done via the \global\license tab from the admin UI or from the command line using zmlicense. I have neither on my box. How do I install the license file without these or is there a bug in my installation?

You probably downloaded the Open Source Version.

You can get the Network Edition from http://www.zimbra.com/products/downloads.html

That may also explain other issues that I finding. Thanks I will put down that version re-install.
