Question ZsMsg.properties translation

We have translated "mail notification messages" file. This file is located under /opt/zimbra/conf/msgs/ZsMsg.properties.

However, new messages are not used in any case. We have tested:
- Creating a new file called ZsMsg_es.properties, but no changes.
- Replacing ZsMsg.properties with new ZsMsg.properties translated, but no changes.
- Modifiying original ZsMsg.properties with several changes.

But now changes are displayed when receiving mail notifications.
Of course, zimbra has been restarted to apply new changes.

So my question is:
How do I modify ZsMsg.properties file? Is this file still used for mail notifications literals?

Default my method

when i translated this file into simplifed chinese ,i use this method:
(1)translated the file into chinese.
(2)copy this file to my linux server
(3)./opt/zimbra/jdk1.5.0_08/bin/native2ascii -encoding GB2312 ZmMsg_zh_CN.properties /home/ZmMsg_zh_CN.properties
(note:encodeing para and the file name:_zh_CN,this should match your language)
(4)copy this changed file (/home/ZmMsg_zh_CN.properties) to /opt/zimbra/tomcat/webapps/zimbra/WEB-INF/classes/msg/
(5)#cd /opt/zimbra/tomcat/webapps/zimbra/WEB-INF/classes/msg/
#chown zimbra ZmMSg_zh_CN.properties
#chgrp zimbra ZmMsg_zh_CN.properties
#chmod 644 ZmMsg_zh_CN.properties
(6)edit httpd.conf,defaultlanguage GB2312(this should be match your language)
(7)# su - zimbra
$tomcat restart

(8)clear ie or firefox's cookis and cache

and i found it works well.

Default ZsMsg.conf, not ZmMsg.conf

Yes, I've also translated ZmMsg.conf without problems... but I'm talking about ZsMsg.conf. This is located at /opt/zimbra/conf/msgs and not inside tomcat.
This file is used when composing automatic reply emails, like meeting request. And this file is not loaded by zimbra and I don't know why!
