Default add new translation

hello every body;
i want to add the arabic translation to the liste of language preference
i have added this files in opt/zimbra/jetty/webapps/zimbra/WEB-INF/classes/messages": I18nMsg_ar.properties
AjxMsg_ar.properties
ZMsg_ar.properties
ZaMsg_ar.properties
ZmMsg_ar.properties
ZhMsg_ar.properties
then i have restart zimbra
the arabic language was added to the liste of language preference but the matter is the arabic words were not appeared it is only english words were appeared.

I didn't receive any file, so I tried to make a test with 2 files and 2 words (just for test). I created:
ZaMsg_ar.properties.utf8
ZhMsg_ar.properties.utf8
I edit them, then I execute the commands (as a zimbra user)
native2ascii -encoding UTF-8 ZaMsg_ar.properties.utf8 ZaMsg_ar.properties
native2ascii -encoding UTF-8 ZhMsg_ar.properties.utf8 ZhMsg_ar.properties
zmcontrol stop
zmcontrol start
then I empty the browser cache
and change langage..and it works see the attachment

It works now when I added the file ZmMsg_ar.properties
